KEY RESPONSIBILITIES
Environmental Compliance
- Ensure compliance with federal, state, and local environmental laws and regulations, maintaining required records, submitting required reports, remediating incidents, and managing
inspections & audits from government agencies and customers. - Implement strategies related to pollution prevention, waste reduction, and sustainability initiatives for PCS facilities, including SPCC (spill prevention control and countermeasure) and stormwater compliance.
- Demonstrate working knowledge with environmental permits, including used oil processing permits, solid waste management permits, and the Citys industrial wastewater discharge permits, ensuring timely renewals and compliance reporting.
Health and Safety Compliance
- Ensure regulatory compliance by staying current on federal and state safety regulations, maintaining required records, submitting required reports, and managing inspections
& audits from customers & government agencies such as OSHA and DOT.
- Develop, implement, and enforce workplace safety policies, procedures, and emergency response plans to ensure compliance with government and industry standards while mitigating workplace hazards.
- Oversee industrial hygiene programs (e.g., noise monitoring, air quality testing, exposure assessments) and ensure proper use and maintenance of PPE and engineering controls.
- Improve EHS program effectiveness by assessing risks, recommending protective measures, and enhancing workplace safety initiatives.
DOT Safety Compliance
- Ensure all commercial drivers meet FMCSA requirements, including valid CDL licenses, medical certifications, and drug & alcohol testing.
- Maintain driver qualification files (DQFs), including MVR (Motor Vehicle Records) checks, annual reviews, and training certifications.
- Enforce Hours of Service (HOS) regulations.
- Oversee compliance with Controlled Substances and Alcohol Testing Program, including pre-employment, random, post-accident, and reasonable suspicion testing.
- Coordinate driver training (driver improvement, DOT hazmat) programs
- Maintain vehicle and equipment compliance files
Training and Education
- Develop and conduct safety meetings, educational programs, onboarding, and hands-on training (e.g., toolbox talks, tailgate meetings) to foster a culture of safety and continuous learning.
- Collaborate with industry experts and internal stakeholders to design, refine, and execute comprehensive EHS training programs for employees, contractors, and management, ensuring compliance with workplace safety regulations.
- Oversee the skills training program execution, maintaining records and tracking certifications to ensure all field crew members receive, maintain, and renew required skills and training.
- Train employees on workplace hazards, emergency response, hazardous material handling, and environmental best practices, including proper use of safety equipment on a scheduled and as-needed basis.
Site Inspections and Risk Assessment
- Prepare all project related documents required for the job; Job Hazard Analysis (JHA) or Activity Hazard Analysis (AHA), Confined Space Rescue plans, Competent Person Identifications, Crew Certifications, site safety plan etc.
- Inspect and evaluate job sites, workplace environments, equipment, and practices to ensure compliance with safety standards and government regulations. Order suspension of activities that pose threats to the environment or workers' health and safety.
- Provide necessary technical, logistical, and other necessary support to field personnel.
- Investigate workplace accidents, incidents, and near misses to determine root causes and implement corrective actions. Manage claims.
Regulatory Reporting and Documentation
- Maintain compliance records, safety data sheets (SDS), and documentation related to environmental and safety programs.
- Prepare and submit required reports to regulatory agencies, including OSHA logs, environmental impact reports, and incident reports.
- Manage regulatory inspections and audits, coordinating responses and corrective actions as needed.
- Develop and maintain a document control system for EHS policies, procedures, and records.
- Implement and manage a safety observation and reporting system to proactively address hazards.
Incident and Hazard Reporting
- Develop and maintain emergency response plans, while coordinating and recording drills to ensure readiness.
- Coordinate incident reporting and maintain an incident log, ensuring timely review of reports, compliance with post-accident testing, and fulfillment of all reporting requirements.
- Investigate accidents to identify causes and determine preventive measures.
- Collaborate with engineers and project managers to institute control and remedial measures for hazardous and potentially hazardous conditions or equipment.
- Manage worker compensation claims.
QUALIFICATIONS
- Minimum bachelors degree from an accredited college or university in the following disciplines: Occupational safety and health, Environmental safety and health, Safety or environmental management or science (preferred)
- Minimum 5-yrs work experience in construction, environmental, and/or hazardous waste industry desired
- Certified safety professional credentials; CSP, CSHP, OHST, CLCS, CHST
- Proficient knowledge and application of EPA, NFPA, OSHA, HIOSH, DOT and other relevant safety rules and regulations.
- Experience in managing workers compensation claims.
- Experience setting and improving metrics and Key Performance Indicators (KPIs), with the ability to effectively analyze and work with them to drive performance and safety improvements.
- 40-hour Hazwoper certification
